Last year UUCPA endorsed Senate Bill 42, which placed the California Fair Elections Act on the November 2026 ballot. It has been designated Proposition 4. This measure allows any jurisdiction in California, including the state, to set up its own public funding system. It removes an old ban on public funding of election campaigns in California.
SB 42 contains the language of Proposition 4, but we can’t be listed as an endorser of Prop 4 unless we make a separate endorsement. Endorsement means that the Prop 4 ballot measure committee, called Californians for Fair Elections, can publicly list us as endorsers. There is no other commitment, but UUCPA has supported the California Clean Money Campaign for many years, especially with free or by-donation use of space. Also I hope many members will work with me to pass Prop 4, as I am the local coordinator.
On behalf of California Clean Money Campaign, sponsor of the California Fair Elections Act, I (Nancy Neff) am asking the Board to approve the following at the July 22 Board meeting. It was unanimously approved by Action Council.
UUCPA endorses Proposition 4, the California Fair Elections Act of 2026, a legislative initiative which will allow any jurisdiction to set up its own public funding system. This removes an old ban on public funding of election campaigns in California.
